Update to The Windsor Framework

We recently shared details of The Windsor Framework which sets out criteria and processes in relation to shipping between Great Britain and Northern Ireland.

Since then, details have been released which confirms the deadline for implementation will be delayed.

  • The latest update to the Windsor Framework, which impacts shipping between Great Britain (GB) and Northern Ireland (NI), involves a postponement of the implementation date.
  • Initially scheduled for September 30, 2024, the new arrangements under the Windsor Framework have been deferred to March 31, 2025, as confirmed by the UK Government on September 19, 2024.
  • This delay gives carriers and shipping companies additional time to adapt to the required changes.

 

What is The Windsor Framework?

The Windsor Framework affects several types of shipping movements from GB to NI, including Business-to-Consumer (B2C), Business-to-Business (B2B), Consumer-to-Consumer (C2C), and Consumer-to-Business (C2B) shipments. As part of the adjustments, carriers may need shippers to provide additional information based on the type of movement.

 

Furthermore, there are requirements for carriers to be registered as "Authorised" to ship parcels from GB to NI, under the UK Carrier (UKC) Scheme. This authorisation allows parcels to be sent without completing customs or safety and security declarations.

 

For B2B shipments, additional data requirements include providing a UKIMS number, an EORI number, and a declaration of risk regarding onward shipment to the EU. It’s essential for shipping companies to stay informed of any changes from carriers, as they may adjust their requirements in light of the postponed deadline.
