Here's what you need to know: for the changes coming on April 30th, 2024:

 

EU/EFTA Imports: Effective April 30th, 2024, it's imperative that goods from EU/EFTA countries enter GB through appropriately designated Border Control Posts (BCPs) or Control Points (CPs) specific to your commodity type. These points will facilitate risk-based documentary, identity, and physical checks.

 

Inspections at BCPs or CPs: Traders must present their consignments for inspection at designated BCPs or CPs when called. Notably, inspections of high-risk plants and plant products from the EU, Switzerland, and Lichtenstein will transition from Places of Destination (PoDs) to BCPs and CPs.

 

IUU Documents for Fish Products: For consignments containing fish or fishery products for human consumption, it's essential to upload IUU documents to the CHED import notification created in IPAFFS before submitting the import notification.

 

Changes for Non-EU/EFTA Risk Assessed Countries: Imports from non-EU/EFTA risk assessed countries will align with the BTOM regime. Key changes include simplification of imports, reduction of physical and identity checks on certain products, and adjustments to import control requirements for plants and plant products.

 

Import Notifications and Customs Declarations: Preparation is Key

HMRC and Defra services are working together to ensure a smooth transition. Import notifications are submitted via Defra's IPAFFS, while customs declarations are handled through HMRC's Customs Declaration Service (CDS). It's crucial to ensure alignment between these systems to avoid 'No Match' errors.

 

Actions to Take from April 30th:

Submit the import notification first, followed by the customs declaration.

Promptly address any 'No Match' errors between the import notification and customs declaration to prevent redirection of consignments to BCPs unnecessarily.
